  • As of the census of 2000, there were 17,056 people, 7,338 households, and 4,659 families residing in the city. The population density was 844.3/km sq (2,188.0/mi sq). There were 7,796 housing units at an average density of 385.9/km sq (1,000.1/mi sq). The racial makeup of the city was 96.89% White, 0.97% African American, 0.18% Native American, 0.49% Asian, 0.06% Pacific Islander, 0.49% from Race (United States Census)other races, and 0.93% from two or more races. According to the Census Bureau, Hispanic or Latino of any race were 1.33% of the population. Since the mid 90's, Tuscarawas County, Ohio, together with Holmes, Stark and Wayne Counties experienced a significant Hispanic immigration, led by recruitment at area chicken processing plants. One plant, Case Farms in Winesburg, maintained an employment of 525. In December 2000, it reduced its work force to 168. The Hispanic workforce diversified to other area plants, and Hispanic immigration has continued. Recent Hispanic immigrants have been predominantly Guatemalan. Principally from Huehuetenango DepartmentHuehuetenango, Totonicapán DepartmentTotonicapán and El Quiche in Guatemala, the immigrants often speak native Mayan languages including K'ichee', Awakateko, Q'anjob'al and Mam. Most speak Spanish as a second language. Some are learning English with local volunteer tutors. There were 7,338 households out of which 28.0% had children under the age of 18 living with them, 48.9% were Marriagemarried couples living together, 11.3% had a female householder with no husband present, and 36.5% were non-families. 31.7% of all households were made up of individuals and 13.2% had someone living alone who was 65 years of age or older. The average household size was 2.30 and the average family size was 2.88. In the city the population was spread out with 23.0% under the age of 18, 9.4% from 18 to 24, 28.2% from 25 to 44, 23.7% from 45 to 64, and 15.8% who were 65 years of age or older. The median age was 38 years. For every 100 females there were 90.7 males. For every 100 females age 18 and over, there were 87.1 males. The median income for a household in the city was $33,235, and the median income for a family was $42,896. Males had a median income of $32,157 versus $20,363 for females. The per capita income for the city was $18,745. About 7.7% of families and 10.2% of the population were below the poverty line, including 12.7% of those under age 18 and 6.2% of those age 65 or over.
