My experience is that most of the time, if the engine has seized THAT bad, you just have to replace the engine. Un-seizing an engine is sometimes possible, but usually is more costly and/or labor-intensive than replacing it, and is far more likely to be successful. And in the unlikely event that you DO un-seize it, you'll require enough work that you'd STILL be better off replacing it.
