In CA, what is the regulation for making a right hand turn at a red light when there is one lane for traffic? If a car is already stopped at the light, is a car approaching the light allowed pull to the red-lined curb to make a right hand turn?

Yes, it would be legal to turn right after a full stop on a red light from the "curb lane." The red curb only means no parking. Although you're describing one lane of travel, you can pass on the right to pull next to the curb and pass for the purpose of turning. In fact, the red curb in that spot was probably intended to keep that area clear of parked cars so that people stopped to go straight could be passed on the right by people needing to turn.
