Having surgery that will keep me from bending and lifting for over 6 months to a yr. i need to have my washer/dryer upstairs on the 1st fl. can my landlord say no even with a drs note. i will pay for this myself, also.

    Yes, your landlord can say no if moving the washer/dryer to an upstairs floor would cause some type of structural instability (which is typically why heavy appliances are installed on ground floors in the first place). A better idea is to perhaps request that a dumbwaiter be installed that would allow you to raise and lower your laundry from the ground level without having to carry it up and down the stairs.

    The landlord only needs to comply with local laws regarding what must be (at a minimum) provided to a renter and with federal ADA and fair housing laws. Your medical condition is not of concern to the landlord.

    Installing a washer and dryer on upper levels can be an expensive retrofit in older buildings. The plumbing lines need to be installed, the floor must accomodate the weight and the vibrations etc. It is not considered a "necessity". MOST landlords would say no to a tenant making structural changes.

    If you can show that it is a capital improvement to the property (something that will actually increase the value of the property) and that you are having licensed contractors perform the work, you may have a shot at convincing the landlord.
