If your name is on the title go to the DMV.
If you have the title in your hand go ask the DMV what can be done.
Bring any bill of sale etc.

If his name is the only one on the title, you can't get the car back without going to civil court over it, unless he will sign the back of the title and give you the car and the title.

If there are still payments to be made on the car loan, he should make them, but if you signed for the loan you must not let it go unpaid because it will ruin your credit rating.

If the car is not worth much and your name is not connected in any way.
Tell him he must pay the insurance. If he doesn't he will have to return the license plates.
He can get pulled over and towed away with no valid insurance and plates.
