Can you fight it? Sure. Will you win? Probably not. Without knowing the exact wording of the law, it sounds like the newer one you refer to states that offroading in public with a suspended license is illegal, and assuming you were on public property, that's exactly what you were doing. Saying "well this other law says something very similar is okay" is no excuse. Get the full text of both laws, though, and decide for yourself. If the circumstances of the law you were cited for breaking don't match yours EXACTLY, you might have a case. For example, were you actually on private property? (That doesn't help if you were trespassing, of course.) Is it only illegal during certain hours or with people around? If there's any clause that even the cop will have to admit doesn't apply to you, then it's worth your while to show up in a nice suit and politely tell the judge so. Otherwise, you're out of luck.
