As of the censusGeographic references#2 of 2000, there were 17,071 people, 7,439 households, and 4,597 families residing in the city. The population density was 36.3/km sq (94.0/mi sq). There were 8,037 housing units at an average density of 17.1/km sq (44.2/mi sq). The racial makeup of the city was 97.33% White, 0.46% African American, 0.73% Native American, 0.27% Asian, 0.01% Pacific Islander, 0.19% from Race (United States Census)other races, and 1.01% from two or more races. Hispanic or Latino of any race were 0.68% of the population.
There were 7,439 households out of which 27.7% had children under the age of 18 living with them, 48.3% were Marriagemarried couples living together, 9.6% had a female householder with no husband present, and 38.2% were non-families. 33.5% of all households were made up of individuals and 15.5% had someone living alone who was 65 years of age or older. The average household size was 2.24 and the average family size was 2.86.
In the city the population was spread out with 22.8% under the age of 18, 9.1% from 18 to 24, 24.5% from 25 to 44, 23.8% from 45 to 64, and 19.8% who were 65 years of age or older. The median age was 41 years. For every 100 females there were 93.1 males. For every 100 females age 18 and over, there were 89.4 males.
The median income for a household in the city was $33,346, and the median income for a family was $43,558. Males had a median income of $38,064 versus $22,183 for females. The per capita income for the city was $18,561. About 8.1% of families and 11.7% of the population were below the poverty line, including 16.3% of those under age 18 and 8.2% of those age 65 or over.
