There are scriptural recordings of the Disciples (When they were Apostles) raising the dead. In Acts 9:36 Peter raises the widow Dorcas from death. In Acts 20:9, Paul raises the man who fell from the window after an all-night preaching session. We can judge by the descriptions of both old and new testaments that raising the dead is not necessarily a rare thing in the realm of miracles - in fact the way it's written seems to ascribe to it no greater prestige than prophecy or healing or other miracles - the Jews saw it as another part of God's power.

No, there have been others that have done so. However, no human has the power in and of themselves to raise the dead. It is God working through man to raise the dead.
