I don't know about most other states, but it is NOT legal in New Hampshire or Maine. In fact, it appears that Maine only recently allowed the lights to be on a vehicle period, regardless of whether they are illuminated or not!

Neon lights, under vehicles in most states, are not illegal. but, the color blue or red, cannot be visible from the front of said equipped vehicle. front blue and red lights are illegal in all states, except on emergency vehicles, as defined by local and state laws..

In New Hampshire, (according to my friend whom put neons under his truck) you are allowed to have them, but they can ONLY be on while in park... As for inside the car, they can be on and there, but cannot be visible from the outside, as in you cannot see the blue light bar on the dashboard, it has to be 'hidden'
