1999 Safari van's heater and a/c fan in front barely blows any air on low to high setting, while the back a/c fan blows hard and very cold. Is a fuse or module replacement the first step? Where is the fan fuse or fan module located?

    I had this problem with My 2000 It is probably a broken vacum line.
