The mouse is probably dirty. You will need to remove the ball from underneath it and then clean the gunk that builds up on the rollers. Most times you can use your fingernail or a popsicle stick to scrape the dirt off of the rollers. There are 3 inside of the mouse. One controlls up and down movement while the other controlls left and right. The third roller keeps the ball stable and that one will probably need to be cleaned too.
At the risk of sounding like an ad...get an optical mouse. Its movement is much more precise, never jerks across the screen from a dirty ball, and never needs cleaning.
If it's just your mouse, cleaning it as already suggested should do the trick. If it's assocated with a general sluggishness of the whole computer, then it probably means you've got too much software running in the background. Maybe spyware or viruses. Or maybe just to many legit programs running their quick launch or standby service. Time for some housecleaning.
