If you mean stuck pixels (a pixel getting stuck displaying red, green or blue), then yes, all monitors are susceptible to this. Read Wikipedia or Google or something for an exact explanation of how this happens, it's more than I want to explain here. Modern LCD monitors are getting better and better at eliminating these problems, though.
