    I'm not sure of their policy but you could check out www.carrentals.co.uk. They are a global search for rental cars and will most likely have Hertz information. That way you can compare too across all major rental companies to find options and the lowest price.

    In order to rent a Hertz rental car in Europe, you must meet the minimum age requirement of 25. There are no maximum age restrictions for Hertz car rentals in European countries.
