Provided the person has completed the imprisonment, parole, or probation term determined by the courts. Upon completion of such terms, the person would be taught by the missionaries and interviewed by the mission president.

The "missionaries" or "president" cannot add anyone to the church. God alone knows a persons heart and God alone adds to the church. Can a person be baptized after any sin? Well yeah! Acts chapter 2:38 "Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins" Baptism is for the remission of sins. Only an innocent person doesn't need their sins remitted. So yes, if you are a sinner of any type, you need to be baptized. But anyone with any type of addiction must get soem counseling and that means getting this problem out in the open where it can be dealt with. The consequences of sin on this side of eternity may not be pretty, but I would rather pay my debt now than later...
