Yes you can, however it might take some time for the motor vehicle department in your new state to prove that your are permitted to drive again. They may need the CA DMV to fax or mail information to your new state. Unfortunately when you are dealing with government agencies you are at the mercy of whether or not they mail the documentation today or next week. When your license is suspended, even though you meet the time obligations and/or pay your fines you still need to apply for reinstatement. That is the only form of red tape that you are likey to encounter. Perhaps they will allow you to get reinstated by mail vs. having to appear in person. When you apply for a drivers license in another state one of the questions that they always ask is if you are have been suspended in another state and are permitted to drive again- Which is a grey area because techically without having your CA license reinstated you are not permitted to drive.
