Let a vet handle this and/or ask a vet before giving any animal medicine

Yes, but just as I don't suggest one ever self-diagnose or medicate for anxiety, stress, or depression, I also wouldn't recommend doing this for your dog. Let the vet make that call....after all, it is what they are trained to do. Good luck!

No. That's not how you address an irrational fear.

First work on "Systematically Desensitizing" your dog to the tools for grooming.
The pairing of desensitization with counter conditioning is highly effective.

    Counter-conditioning:
A method of anxiety reduction that attempts to break the link between the stimuli, which induce anxiety and the anxiety-provoked responses. This is achieved by conditioning pleasant responses, incompatible with anxiety, to the anxiety-arousing stimuli

    Desensitization
In psychology, desensitization is a process for mitigating the harmful effects of phobias or other disorders. It also occurs when an emotional response is repeatedly evoked in situations in which the action tendency that is associated with the emotion proves irrelevant or unnecessary.

Systematic Desensitization is using desensitization methods with out getting to the point of creating a reaction, where desensitization uses the fear response to help speed up the process. The problem with dogs is they don't rationalize like we can, so flooding the dog with fear could cause more issues rather that let them figure out that their fear is irrational.

    Positive reinforcement works.

    Cheers.

I would say it's better to train the dog so that he's psychologically able to be groomed without anxiety.
