Go get yourself a Haynes user manual for the bike. Grab a multimeter and test the battery, then work backwards in the electrical system to the starter. This will verify your electrical system is all working (or not), and help narrow down the source of the problem as to whether it is electrical/or/mechanical, or a combination. Someone who is not mechanically inclined should not buy a non-operating vehicle.
