In most states (Wisconsin included) having a scanner in your car is perfectly legal, HOWEVER, its illegal to use a scanner in your car for the purpose of visiting crime scenes or evading law enforcement. When I hear something interesting on the scanner that is located in an area nearby, the temptation is to go on the scene to see what I can see. I am sure that if I appear on too many scenes to the point where the officials and authorities begin to recognize me from being present at the last incident, that can get me into a situation that I really dont want to be in.
