A cemented driveway or a tiled patio would be fine.
It should be level to prevent the table from being out of balance.
The surface should be flat to prevent nasty sprains and broken ankles.
The problem here is the wind factor that comes into play.
When the wind kicks in, hitting the ball could be like swatting a drunk bee.
I would think that a ping-pong table would be the ideal surface for that.
