Sort of and no, respectively. Konqueror is (an optional) part of KDE, which in turn is a desktop environment for UNIX and UNIX-like operating systems (Linux, BSD, etc.) It's not built for it, but if you're willing to do some tinkering, you can use KDE on Cygwin to use KDE and, presumably, Konqueror on a Windows box: http://kde-cygwin.sourceforge.net/ Safari comes with Mac OSX. Apple doesn't have a whole lot of incentive to let Microsoft users have their browser, and consequently there's no Safari for Windows that I can turn up. (Google returns some amusing speculation on the point, though.) If you're looking for a really cross-platform browser, I recommend Firefox (which is free, and usable under Windows, Mac, and *nix). If you specifically wanted one of those two, though, good luck.
