I heard a survey quoted (on 'Oprah', many years ago) that 90% of women wash their hands but only 10% of men do. I don't know the scientific validity of the numbers, but it might make sense if you figure that women use toilet paper afterwards and this might make them more conscious of the possibility of their hands needing cleansing.

In addition to previous answers. I've always thought that while some wash their hands what happens when you leave a restroom after those who don't bother to wash. Using the same door to leave after washing your hands negates the washing if the person before you has touched the same door.
