I don't have a clue how many blacks are on Medicaid. There are a lot more white Americans than Puerto Ricans, there are alot more black Americans than Puerto Ricans and there are a lot more Mexican Americans than Puerto Ricans. The majority of Hispanic Americans are Mexicans. Yet Puerto Ricans use Medicaid more than other Hispanics. Puerto Ricans are doing worst than other Hispanics.

All Pureto Ricans are legal citizens by birth. Many Mexicans are not. They can't register for medicaid.
