If the civilian is wearing a uniform, such as a Boy Scout uniform, then it is appropriate to render a modified form of the hand salute as appropriate to the organization represented by the uniform. However, if you are not wearing any kind of uniform, then the appropriate way to salute is with either the hand or hat over the heart as Merry stated.

If the individual is retired military or separated from service after completing their military obligation, it is appropriate for the individual to salute. If the civilian has no military background, they should refrain from saluting.

My friends from the service find ourselves saluting when we see one of our superiors from our military days, and that is appropriate. I also find that I salute the guys that I flew with when we first see each other at reunions or other gatherings. With veterans, the salute is still acknowledged as a sign of respect and it is within protocol for us to salute and return the honor.

Members of the military only render a hand salute to the flag if they are in uniform. If they are not, they show respect by placing their right hand over their heart, or if they're wearing a hat, by removing the hat and placing that over their heart.

I don't know of any circumstances where it would be appropriate for a civilian to render a hand salute to the flag.

Veterans can now render the hand salute. Holding one's hand over his or her heart is a form of salute.

Civilians do not salute...only those in the military who are wearing the uniform and are covered (Wearing a hat). If you are a civilian you put your right hand over your heart

The salute is not of american military origins, nor is it in any way 'sacred'. I see no issue.
