It depends. Sometimes the missionary had saved up all the money on his/her own. Sometimes the parents pay. Sometimes members of the missionary's congregation pay. Sometimes the Church pays.

It truly depends on the circumstance of the situation. If the prospective missionary and family are financially capable of affording the living costs then they are able to pay for it. If the prospective missionary and family are unable to pay for some or even most of the cost of living while on a misson, the ward members(Mormon members who congregate to nearby church building) are allowed to donate or help out that missionary and family. The Church is able to provide funds according to circumstance. There is no profit made by the Church only to spread the gospel around the world. Also, the prospective missionary is ONLY qualified to serve a mission if spirtually and morally worthy as well as willing to only serve the Lord while on a mission.
If you have any further questions, I suggest to contact a nearby church office of the Church of Jesus Christ of Latter-day Saints...it wouldn't do you any harm.
