One of my old computers' approximate video memory was 16 megabytes. I upgraded my chipset, and now it's 32. How is this possible?

Assuming that you are using integrated graphics, changing your motherboard would have given you a completely new graphics chipset which is set by default in the Bios to 32MB. That doesn't mean you have more RAM it just means that the new graphics chip is set to "borrow" more RAM from your system memory. You can probably go into your Bios and look for a tab that says "integrated peripherals" or something similar and set it back to 16 or maybe even 64 depending on your needs.
