I believe there is a flaw in your etymology. Haram can mean forbidden, but it has a larger meaning of sanctuary or sacred (which loosely could be forbidden for some). Haraam is more expressly used to mean forbidden and not to be confused with sacred or sanctuary. Is wearing your pants below the ankles sacred or does it in some way give you sanctuary? Nope! Is it forbidden? By whom I would ask, who could forbid a man to wear his pants the way he chooses?
