I think he should see the dentist, there might be some old food stuck and it will get infected in his mouth. Make sure he also cleans his tongue and flosses.

There are many solutions, some of them natural (parsely is a natural breath cleanser, also mint) and some of them chemical based such as dental chewing gums, some breath mints, and others.
