My first thought would be a battery or relay switch problem, but keep in mind that the '98 Windstar had cooling system issues too. My experience with Ford has also been that they tend to have electrical issues, so I'd be looking at things like the fuel pump and fuel pump relay (had that problem on my '90 Ranger), the coil and coil wire (which was the issue with my '90 Tempo), shorts in the dash and elsewhere that might be draining the battery (which was a problem with my grandmother's '84 LTD).

I have a 2002 Ford windstar that gets no heat. Already changed the actuator but still no heat. Door moves smoothly in both directions. ???

You're reading 98 for windstar will not start or turn over after checking air cleaner. No Interior lights, started stalling yesterday.
