There are number of questions that need to be answered first:
    1. If the parents are not Catholic, and do not intend to be catholic, why would the child want to enter the Church? (2nd hardest question)
    2. How old is the kid?
    3. Are the Parents willing to have the kid raised in the Catholic tradition? Schooling, extra classes, attend church regularly, etc...? (3nd hardest question)
    4. Has the kid been Baptized? What religion? What church? records? (hardest question)

Your answer is not an unqualified 'no'. It is also not an automatic 'yes' either. It can only be answered by a Parish Priest in your neighborhood. There are "many" questions that will have to be answered in addition to the few I mentioned above. The biggest & hardest to answer is' "Why?"

If the child is old enough, and the parents don't mind and they have the clergy's approval, it probably can get done.
