I'm not quite sure why this is in the fashion section lol but a coolie jacket is an insulating cover that you put your drink bottle or can in. Most often used for beer. They are made out of foam and often have a zipper on the side to fit snuggly around your beverage and keep it cold.

If you're from Australia it's called a "stubbie holder". A stubbie is Australian slang for a bottle of beer.
