If you mean, is it possible to make energy without using power, then yes: wind farms (windmill-looking towers) catch the wind that blows (or doesn't) to turn the blades that crank something at the base that generates electricity that people harness as power. I don't have the particulars (and you didn't ask for them), but there's a tour of the vast wind farms in Palm Springs that claims to make a fun outing.
