International Table Tennis Federation rules http://www.usatt.org/rules/index.shtml state that the normal playing space for each table should be 46 ft (14 m) long, 23 ft (7 m) wide, and 16 ft (5 m) high.

This, obviously, is for serious, professional play. Most people I know play on a table in their basement, and none of them has a 16-ft-high ceiling. Even the official rules provide for wheelchair play, so you're obviously limited only by the table size (5 by 9 feet) and how willing you are to be squashed up against it.

For a lighter take on the Rules, check out http://www.usatt.org/rules/basementRules.html for the Basement version.
