What are the rules for awarding a runner a stolen base?

If a batter fouls off a pitch (not strike 3) and the catcher catches it, can a runner steal a base or is the runner required to return to the base he previously occupied?

Baseball 11/12 yr olds. Runner on 3rd. After pitch, runner takes lead, after throw back, pitcher walking back to mound head down, runner takes off when the pitcher 6' from the rubber, safe at home, umpire sent him back to 3rd. Umpire cited circle rule?

Can a runner advance on a steal to home plate from third base on a dropped fourth ball? How about if there are two outs?

A player is at 3rd running home, and a batter is at 1st stealing 2nd. If the person stealing 2nd gets tagged out after the person on 3rd reaches home, does the run still count?
