    No, no one can. Once you are on public property no one can impede your way, until the police show up and they can do it. If anyone does then call the police. Where I live, bank staff were on strike a few years ago and they were walking on a public footpath outside their premises. The police told them they had to stand in and not stop anyone else trying to get past.
