Privately contact the noisy student and politely request that he remain on topic during class discussions. Explain in a respectful manner that his chatter is distracting the other students from learning during class time.
Contact your instructor and explain the issue. Ask her if she will speak with the noisy student and request that he remain focused while participating in class activities. Tell your instructor that previous attempts to discourage noisiness have failed.
If a student insists on excessive verbiage, ignore him. While his behavior may be obnoxious and distracting, remind yourself that the class will eventually end. Spend your energy focusing on doing your best work, rather than worrying about the other student's opinions and talking.
