Must a pitcher in the wind up position start with both feet on the rubber?

    Nope. " In the Windup Position the pitcher may have one foot, not the pivot foot, off the rubber and any distance he may desire back of a line which is an extension to the back edge of the pitcher's plate, but not at either side of the pitcher's plate." http://www.baseball-almanac.com/rule8.shtml
    So one foot on the rubber, and it can be in front of the rubber with just the heel barely touching the front edge, the other foot anywhere behind the front edge.
