If the city I live in has a 3 dog per home limit, but I live in a townhome with bylaws that say 2 dogs per home, which law applies?

    The bylaws of the townhome/condo association would apply in that situation. Even though it may be "legal" to own more than a couple of dogs, the association can impose additional limits on what is tolerated.

    its the association that rules. its a club and you have to follow the rules, or leave. it isnt discrimination.
