Choose winter cycling apparel with the most important aspect in mind: layers. Find a base layer (shirt and pants) made of material that wicks away sweat so your skin will stay dry. Good winter base layers are usually made of thin fabrics, such as silk or a thin wool. Cotton retains moisture and is a poor choice for that reason. The middle layer (upper body only) is there to keep body heat in---a thin fleece pullover or wool turtleneck is ideal. The outer layer (jacket, pants, hats, gloves) is a waterproof shell to keep the body warm and dry during precipitation. Buy pieces made from technical fabric (waterproof and breathable). Remember that outer layer quality is very important. Jackets should come down farther in the back for full coverage in the riding position. Pants should have Velcro closures along the ankle to keep them free from the chain.
The best socks are wool, because they draw out moisture and trap heat. Choose cycling-specific socks, as thick wool socks (i.e. for hiking) cause the feet to be colder by cutting circulation. A regular cycling shoe can be covered with a neoprene bootie to keep it dry. For heavy winters, there are waterproof winter riding boots.
