I don't know what state you live in, but, in Kansas, this isn't considered "Street Racing", but it is still illegal. I have known a few people that have gotten tickets for this. Every one of them has received a "Basic Speed Rule" ticket - which simply means that you were driving faster than was reasonable in the situation. Some have received additional tickets, such as "Illegal Exhibition of Speed" - which is normally the type of ticket that they give when you squeal your tires or burn out from a light. I know this isn't very specific, but I don't want to tell you anything that might be wrong for your state. I'd say you are still doing SOMETHING that they can give you a ticket for.

Unless the area is designated for performance or exhibition purposes it is illegal. Because many parking lots are privately owned, it would be a civil matter moreso than a traffic matter. Even though the officer might issue a citation for improper or dangerous use of your vehicle in a parking lot, you could probably fight it from the standpoint that the parking lot is not a public roadway.

If you're in a parking lot and you're racing another car you will get pinned for a bunch of stuff. If you're alone and you are just driving around in a parking lot accelerating and stuff, you'll most likely just get a wreckless driving ticket. Anytime you are racing another car, it doesn't matter where you are (other than a track) it is illegal.

No, its considered reckless driving and fully enforceable by the police. It is illegal and dangerous. In tennessee, a state citation for reckless driving, would cost you between $1,000 to $2,000 dollars. and, depending on your past driving record, you could have your drivers license suspended or permanently revoked.
