Only if your phone uses a nickel cadmium (Ni-Cd) battery. Ni-Cd batteries have a "memory" effect that can occur when charging a battery that is not fully discharged, so it is recommended to dicharge them fully (leave the phone on until it's completely dead.) Most batteries used in cell phones these days are not Ni-Cd, and don't have this limitation, so you probably don't have to worry about it.

Yes and No. Only if the battery is NiCd [NiCad] or NiMh. NiCd should be deep cycled one a month, NiMh once every three months. Li-Ion never. Lithium Ion should be charged often and kept fully charged as much as possible.
