Give grosgrain or other fabric ribbon a "perm" that will stay curly by processing it in a warm oven. Preheat oven to 200 degrees. Cut lengths of ribbon. Remember that curled ribbon will be effectively shorter than straight ribbon--cut accordingly.
Soak lengths of ribbon, plus two clothespins for each length, in water. Wrap wet ribbon in a single layer around pieces of dowel---cover the whole length so it won't burn---and clip the ends in place with the clothespins.
Line an oven-safe pan with foil and arrange the ribbon-covered dowels so they don't touch. Place the pan in the oven. Check after about eight minutes to see if the ribbon is dry. If it is, take it out. If it is not dry, check again at two-minute intervals until it is. Let dry ribbon cool before removing it from the dowels, and then use as desired.
