What states have laws prohibiting the full time use of fog lights?

The PA vehicle code does outline a law prohibiting use of fog lamps when not nesc. This is the letter of the law. However, the spirit of the law would be to only enforce this when the lamps are designed for off-road use only. Most officers in PA wouldn't cite you for running your factory fog lamps
