Wanker is a term for someone who masterbates but in slang terms it means someone who is maybe an idiot or thinks they're superior or just generally someone you dislike. I wouldn't take offense though because it is often used jokingly among male friends. Bloody is just a curse added for emphasis to anything e.g that film was bloody brilliant.
So a translation could be
"Wow, you're such an idiot" or if it's with a freindly tone it would mean the opposite "Wow, you great bloke"
