No. I remember when Federal workers didn't pay any Federal income tax; that was absurd.
I cannot imagine a reason why that should be.
And many reasons why not. Government and private enterprise is recruiting workers from the same labor pool, supply and demand determine what they need to pay.

Not really. The idea must have been why should the feds pay them and then take it back. Quicker to not pay as much.
