if u r close to the mother and interact with her daily. You can the babies the day they r born SO LONG as u have the mothers scent on u.The best way to do this is to rub your hands all over the mother then touch the babies

YOu can peek in to count them and check to see if their tummies are full. You should take out any peanuts as they won't live long. Don't be afraid to touch them. If you keep the doe feeling safe and quiet with no other animals around her and no strangers for awhile, she should be fine.

You can handle them pretty much straight away, but be gentle. Don't be too rough with rabbits at any time but when they're younger be a little more careful. Give them a bit of time to bond with their mum first, though. -

The younger they are the easier they are to catch!

Not sure of the age of consent re: rabbits. Start with the adults first, until you know more.
