I don't know what country this is from,but once an offender in the USA,the status seems to stick,especially since they have already done the time for the offense..it has been years for him to have the case reopened and possibly lowered in severity.
What possible purpose would lowering the level do anyway?

No. The age that they try you as is the age of which you committed the crime. Also, in a charge like that, it wouldn't matter anyway. Why would a 16 year old be less guilty than a 15 year old?
Probably not. The offense is calculated as of the age of the victim.

You're reading can a convicted level 3 sex offender have his charge of rape drop in level if time of conviction he was a minor of 15 but charges as 16?
