Where I can find exact information about laws and restrictions on moving goods between EU/EEA member states?

Some time ago I thought that the EU/Schengen/EEA removed all restrictions on moving goods inside the area, and that its all the same as moving inside a country. Then while going from Poland to Germany by car I was surprised to find out the border police wanted to look what I have in my car. Why? I thought I was allowed to carry everything, and they where asking about cigarettes and extra fuel. I didn't have any, but I was surprised they care. Then I went on reading on the Internet and I was very surprised to find out that there are still restrictions, and you are allowed to carry some stuff for your personal needs, but if any of it is sold in a different country, that can be a crime! Really strange, is that true? And where I can find exact laws? Also that if amount of good suggests that its for resale, that can be confiscated by customs! And I thought its a free-trade zone? We where all being cheated by the EU-accession? There is no really free-trade? How is it? If I buy 10 laptops in Warsaw, I am allowed to take them to Cracow, and sell them there, yes? What if I take them to Vienna, and sell them there? That will be a crime? WTF? Am I allowed to do that or not? I am really confused, where I can read about how it is exactly?
