    I don`t know much about ths period. It`s either constitutional monarchy or absolute monarchy. Gathered from other answers, it is probably constitutional monarchy.

    You can rule out Communist and Nazi - there definitely wasn't an equal-share classless society in place, and Nazism as we know it was not 'invented' until the 1920s/1930s. An Absolute Monarchy would have had the Kaiser as absolute sovereign with his power and veto unchecked by any governmental machinery. This was not the case, as the constitution did allow 'citizens' certain rights, and the parliament (Diet) could not be over-ruled by the Kaiser (see the crisis over military budgetting). There was also a Chancellor in place to help make decisions in government, rather than these decisions being made solely by the Kaiser (although Bismarck's position as Chancellor was more monarch-given than elected, and he often functioned as a mediator between parliament and monarch). Hence, Germany would be best described as a Constitutional Monarchy during that time.
