If a woman were to walk out in public with her breasts painted over, would that constitute indecent exposure?

    No, I don't think it does mean indecent exposure. The breasts are covered. In my opinion, it's no different to wearing a sheer shirt with no bra beneath or a even just a tight shirt with no bra underneath - neither of which leave any less to the imagination.

    Also, it's not indecent exposure to breast-feed a child in public, and going topless on beaches in most countries is acceptable. There are also apparently parts of Australia and Europe where women appearing topless in public do not constitute indecent exposure - just as a man appearing topless in public doesn't constitute it.

    Laws vary depending on where you are. In some paces the women only wear a string around the waist, and would not get caught outside without their string because then they would be naked. In New York State full nudity is no longer against the law. There are many places where male and female people can be topless and not violate the law. In other places (like Florida) even the strippers must at least wear at least a clear coating over their breasts (so they tend to use a poly-coat from a hardware store...very hard on the nipples).

    On the other hand there are places where western woman on vacation wind up getting arrested for wearing short pants, or a T-shirt.

    I think the whole thing is stupid. Clothes are just an invention like any other.

    Imagine being forced to carry a hammer or an ipod with you every place you went, just because some groups of religious people had a fetish and could not cope with life unless you did.

    This really comes down to the fetishization of the human body.

    Groups of religious people are forcing everybody to abide by the fact that they have a skin fetish and are uncomfortable with anything that gives them sexual urges. Imagine being forced to cover your eyes at all times because they have a eye fetish (must always wear sunglasses).

    I hope you are joking Ninja ducky. Either that are you are confused as to which century you are living in. Oops, wait a minute...in the past people were far LESS worried about what they wore. It wasn't until the reformation (lots of odd religious groups everywhere) and the death of Queen Victoria's husband, that the world stuffed breasts under cloth where they were never to be seen again.

    No this is not against the law so long as the nipple, and area around it are covered, and nothing is exposed for sexual gratification and there is no intent on sexual gratification.
