Guppies are not considered aggressive fish. However, this does NOT prevent them from exhibiting aggressive behavior under the right circumstances.

If you have a small aquarium, then fish of different species MAY exhibit aggressive behavior towards each other because they don't have sufficient space to establish their own territories.

If this is the case, then move the fish to a larger aquarium.

If this is not the case, then populate their aquarium with things that will enable them to establish their own territories. Plants, castles, sunken ships, rocks, whatever. If you already have such in the aquarium, then rearrange it. This will break up their territories and make them concentrate on establishing new territories.

If the aggressive behavior continues, then you may have to separate the fish into two different tanks.

You don't say what sex the guppy is but I'll assume it's a male, they very rarely bother anything other female guppies. If this confused little fellow is being a nuisance I'd doubt that an adult blue gourami will be too bothered. If it continues though it may be best to find him a female or two to harrass instead.
